CallyMai Donnelly, of Openfields, Bromyard, was ordered to pay £3,947.15 and made subject to a three-year Criminal Behaviour Order following a trial at Hereford Magistrates’ Court on Thursday February 26. The court heard that 27-year-old Donnelly had previously been warned not to dump waste in communal areas of the Openfields caravan site and not to act aggressively towards council officers. Just days later, officers found black bags, cardboard and even a fridge dumped in a shared area. Evidence in the waste linked it directly to Donnelly, leading to a formal Community Protection Notice. Further incidents followed. More dumped waste was discovered in December 2024, again traced back to Donnelly. Magistrates also heard evidence of abusive emails sent to a council officer, along with body-worn camera footage showing her shouting and swearing at the investigating officer. Donnelly was found guilty in her absence of breaching a Community Protection Notice and failing in her legal duty of care for household waste. As well as the fine and costs, the Criminal Behaviour Order bans her from storing or disposing of waste in the open air at Openfields for three years and from engaging in behaviour likely to cause harassment, alarm, or distress to council officers. Herefordshire Council’s Head of Public Protection, Charles Yarnold, said: “This case sends a clear message that we will not tolerate behaviour that harms our communities or intimidates our staff. Residents deserve clean, safe places to live, and our officers have the right to do their jobs without abuse. “When warnings are ignored, we will take firm action.”
